Understanding Visa Bulletin Dates

Final Action Dates

Determines when immigrant visas can be issued. Only cases with a priority date earlier than the Final Action Date are eligible to receive their green card.

Dates for Filing

Allows applicants to file their adjustment of status application even if their priority date is not current for final action. Filing early does not guarantee visa availability.

Employment-Based Green Card Categories

U.S. employment-based green cards are divided into multiple preference categories. Each category has a set percentage of the total available green cards each year.

  1. First Preference (EB-1): Priority Workers
    Top professionals, managers, and researchers. Receives 28.6% of the annual employment-based green card quota, plus any unused numbers from the fourth category.
  2. Second Preference (EB-2): Advanced Degrees & Exceptional Ability
    Professionals with advanced degrees or exceptional skills. Also gets 28.6% of the quota, plus any unused numbers from the first category.
  3. Third Preference (EB-3): Skilled Workers, Professionals, and Other Workers
    Skilled workers, professionals, and some unskilled workers. Receives 28.6% of the quota, plus unused numbers from the first and second categories. No more than 10,000 green cards go to "Other Workers" each year.
  4. Fourth Preference (EB-4): Special Immigrants
    Certain special immigrants, such as religious workers. Gets 7.1% of the annual quota.

Note on EB-3 Other Workers: Due to the NACARA law, the annual limit for "Other Workers" in the EB-3 category is reduced. For Fiscal Year 2026, only about 150 green cards will be available for this group.
